论文摘要:This study examines the effect of demand shocks on workplace safety and worker productivity in coal mines. The demand shocks come from the implementation of the Acid Rain Program, which limited the emission of sulfur dioxide from coal power plants. The Program created exogenous negative demand shocks on coal mines producing high-sulfur coal, but not mines producing low-sulfur coal. Using a difference-in-differences model and a panel dataset covering all active coal mines, I find that the implementation of the program led to more workplace injuries and higher worker productivity in high-sulfur mines. The results suggest that firms might sacrifice workplace safety for productivity facing negative shocks.
