摘要：We revisit the topic of national favoritism in government procurement in the context of international trade focusing on the impact of fixed costs in international trade on government procurement policies. Our public tender model generates two kinds of type-symmetric equilibria, where a higher fixed cost foreign firm bids more aggressively in one kind, but bids less aggressively in another kind. However, the latter equilibrium dissipates when the difference in the fixed costs becomes sufficiently large. Some simulation results as well as policy implications are also reported.
