摘要：

This paper studies how intellectual property rights (IPR) protection of China affects the U.S. multinational firms’ Chinese patent applications when these firms have already held overseas patents for the technologies. The analysis is implemented at the technology level, and the innovativeness of technologies is highlighted. We construct a measure for a technology’s innovativeness. It allows us to observe the patent quality at its early age, which overcomes the shortcomings of the traditional patent quality measure, i.e., citations. By merging U.S. multinationals located in China with the patent dataset from the BvD, we have found that U.S. multinationals are reluctant to patent their innovative technologies in China. However, better IPR protection alleviates this resistance. The main finding remains robust after taking into account the endogeneity of location choice.

本文研究了在美国跨国公司已经拥有海外专利的情况下，中国的知识产权保护如何影响这些公司的中国专利申请。分析是在技术层面进行的，突出了技术的创新性。我们构建了一种技术创新性的衡量标准。它使我们能够在早期观察专利质量，克服了传统的专利质量衡量方法（即引用）的缺点。通过将位于中国的美国跨国公司与BvD的专利数据集合并，我们发现美国跨国公司不愿意在中国为其创新技术申请专利。然而，更好的知识产权保护缓解了这种阻力。在考虑了地点选择的内生性后，主要发现仍然是稳健的。

嘉宾介绍：

荆然教授，毕业于加拿大英属哥伦比亚大学尚德商学院，现任对外经济贸易大学国际经济贸易学院国际贸易学系主任，教育部国际经济与贸易专业虚拟教研室副主任，对外经济贸易大学数字贸易实验室项目负责人。主要研究方向为国际贸易和产业组织理论。曾在Journal of International Economics,Journal of Development Economics, Journal of Law, Economics and Organization,《经济研究》、《经济学（季刊）》等国内外期刊发表多篇期刊论文，并曾受邀参与Handbook on the Economics ofRetailing and Distribution，China's Trade Exchange Rate and Industrial Policy Structure书撰写。荆然教授曾两次荣获“安子介国际贸易研究奖”优秀论文奖，两次获得对外经济贸易大学“科研标兵”荣誉。曾主持国家自然科学基金青年项目一项和面上项目两项，自然科学基金青年项目结项曾获“特优”评价，还曾顺利完成2022年阿里研究院活水计划。
