讲座主题:知之胜不知——来自中国环境统计系统改革的经验证据(Knowing Something Is Better than Knowing Nothing: Evidence from China's Environmental Statistical System Reform)

摘要:Firms have strong motivations to hide or understate their pollution activities when facing environmental regulations. Local authorities may also lack enough capabilities and incentives to supervise these violating behaviors. As a result, environmental statistics will be biased and severe challenges will be brought to the policy makers to make propriate decisions as well as public policies. This paper takes the chance of China’s environmental statistical system (ESS) reform as a quasi-natural experiment to study the nationwide impacts of the enhancement of environmental regulations. We construct a unique nationwide micro-level database and adopt the Difference-in-differences in reverse (DDR) method to evaluate the impacts of the ESS reform in 12th Five-Year Plan. Results show that the ESS reform caused -0.081% to -0.063% negative impacts on firms’ total factor productivities. But firms tend to increase their production sizes to offset the negative impacts on the productivities. We also conduct the regression discontinuity (RD) method to investigate the environmental effects. Results show that the ESS reform did reduce the county-level PM2.5 concentrations in the short term. Knowing more environmental information of previous neglected firms by the regulators tended to bring positive externalities, since other firms’ average pollution levels were significantly reduced after the ESS reform.
主讲嘉宾介绍:钱浩祺,现任复旦大学全球公共政策研究院青年副研究员。主要研究领域为政策分析与评估、政策仿真建模、能源与环境经济学以及能源与经济大数据。学术研究成果先后发表于Nature Sustainability、Energy Economics、Climate Policy、《中国社会科学》、《经济研究》等国内外SSCI、权威期刊。长期从事可计算一般均衡(CGE)模型的模型开发与分析工作,作为主要成员开发了DREAM(Dynamic Regional Economy-Energy-Environment Analysis Model)。先后主持承担国家自然科学基金青年项目、中国博士后科学基金特别资助项目等项目,并作为子课题负责人承担国家自然科学基金重点项目、作为专题负责人承担科技部国家重点研发计划子课题等项目。理论研究成果获得教育部高等学校科学研究优秀成果奖(人文社会科学)一等奖(2020)和上海市哲学社会科学优秀成果奖二等奖(2016),获得2021年上海市人才发展资金资助。
